That, simply put, means that no matter what happens, a great emcee can #2 - cover it. A tipped-over chair, a mic stops working, a speaker runs short, a speaker doesn't show... a great emcee can talk their way through all of that seamlessly and make this a memorable event.
Another area a great emcee covers is #3 - organization. We show up early, talk to the organizer, find out exactly what they want to happen, discuss the strategies for making that happen, and then make it happen.
This is a godsend to most organizers. They have enough on their plate and would love to have the pressure of timeliness and organization controlled by someone else. When you show them how great you are, this makes you invaluable and certainly a welcome re-hire for any event.
